§ 34.21. PARK AND RECREATION CAPITAL FUND.

(A) Established. There is established within and for the municipal government of the county a non-reverting capital fund, to be known as the “County Park and Recreation Department Non-Reverting Capital Fund”.

(B) Expenditures. No portion of the funds may, at any time, be utilized by the County Park and Recreation Department, or by any other department, agency, employee or representative of the county, until the time as a specific appropriation for the expenditure has been duly enacted by the County Council.
